The CalAIM Clinical Consultant is responsible for overseeing the quality and consistency of Enhanced Case Management (ECM) services delivered under the CalAIM program. This position provides clinical guidance and operational support to case managers to ensure high-quality service delivery, compliance with health plan requirements, and client-centered care.
The Clinical Consultant facilitates care plan development and revisions, conducts regular case reviews, and provides staff training and coaching. This position also plays a key role in building and maintaining partnerships with community providers, ensuring a collaborative and coordinated system of care for clients with complex medical, behavioral, and social needs.
The essential functions include, but are not limited to the following:
Provide clinical oversight and consultation for a team of CalAIM case managers
Review client assessments and care plans to ensure alignment with CalAIM requirements and clinical standards
Offer coaching, feedback, and real-time support on complex cases and crisis situations
Guide case managers on best practices in care coordination and service linkage
Ensure that clients receive culturally competent, trauma-informed, and person-centered services
Oversee the care planning process and provide consultation on care plan goals, interventions, and updates
Ensure accurate, timely, and compliant documentation across all team members
Conduct regular file audits and participate in internal quality assurance reviews
Support case managers in maintaining detailed, clinically appropriate case notes in electronic systems
Facilitate onboarding and ongoing training on CalAIM care planning, documentation standards, and case management best practices
Lead team meetings and clinical case conferences to promote professional growth and knowledge sharing
Foster positive partnerships with medical, behavioral health, and housing service organizations
Assist in identifying new service resources and referral pathways to support client success
Preparing documentation for health plan audits and/or conducting monthly trainings on service delivery techniques (motivational interviewing, trauma informed care, etc)
Master’s degree in Social Work, Psychology, Counseling, or a related field required
Clinical licensure (e.g., LCSW, LPCC, LMFT); license waivers may be considered based on experience
Minimum 3 years of experience in case management or care coordination, with at least 1 year in a supervisory or leadership role; experience in CalAIM or Medi-Cal-based programs strongly preferred
Demonstrated knowledge of CalAIM regulations, health plan documentation standards, and Medi-Cal systems of care
Skills:
Strong clinical judgment and supervision skills

Proficiency in conducting case reviews and identifying service gaps
Excellent interpersonal, written, and verbal communication skills
