Job Description

The Procurement Director is responsible for managing and leading a geographically dispersed team of procurement professionals. This position reports to the Vice President of Contracts.

The Procurement Director is responsible for “hands-on” procurement activities and overall management of the procurement function from cradle to grave. The Director will manage and provide leadership of the procurement activities including but not limited to proposal support activity, preparation of solicitation packages to suppliers, analyses and evaluation of supplier proposals, negotiations of terms and conditions, award of Purchase Orders, administration, issue resolution and closeout activities. Responsible for maintaining all purchase order file documentation compliant with CPSR requirements.

The Director collaborates with Operations and other departments with sourcing products, materials, and equipment, in the most cost-effective manner for DCS and its customers. The Director is required to work closely with Contracts, Accounting, and other functional areas across the company. Development and training will be an important activity by planning, developing, and executing training and development plans for their team, while also evaluating and maintaining the appropriate staffing to support the procurement requirements of the company.

Essential Functions

Manage the day-to-day procurement process, activities and resources.

Lead and coordinate CPSR compliance and audit preparations.

Update and revise, as appropriate, procurement policies and procedures and the purchasing manual.

Continually seek ways to improve the efficiency and sophistication of the procurement process.

Mentor and train purchasing department employees as appropriate.

Responsible for providing analysis, research, ratings and approval for company vendors.

Partner with other departments, including Operations and Contracts to ensure the Procurement Department is satisfying the needs of its internal customers and supporting achievement of the company’s overall objectives.

Prepare for contingencies in anticipation of supplier and procurement issues.

Maintain a vendor quality evaluation and rating system.

Maintain records of goods ordered, received and accepted.

Prepare or approve RFPs and RFQs for issuance to prospective vendors.

Participate in vendor selection process after vendor proposals or quotations are received ensure the bid accepted is one that meets DCS and customer requirements and provides best value for the funds expended.

Prepare, process and approve requisitions and purchase orders for parts, materials, and equipment.

Participate in strategic sourcing decisions and foster strong supplier relationships/partnerships.

Required Skills

Perform other procurement duties as required.

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelor’s degree in business or related field plus a minimum of 15 years in Procurement management with a government contractor.

Experience leading a team of procurement professionals.

Knowledge of FAR, DFARS and other procurement laws and regulations.

Experience with all facets of CPSR preparation and compliance mandatory.

Experience with Deltek Costpoint and related purchasing module desirable.

Proficiency with Microsoft Office Suite (Microsoft Excel, Word, and Outlook).

Business acumen with ability to think critically and develop creative and practical solutions.

Ability to multi-task and operate in a fast-moving environment. Time management/organization skills are critical in this role.

Strong interpersonal skills and the ability to relate to employees and management at all levels.

Ability to effectively relate with others and cooperate as a team member.

U.S. security clearance desirable.
