Job Description and Duties

Under general direction of the Office Chief, Environmental Planning, the Senior Environmental Planner (Specialist) coordinates and negotiates with Federal Highway Administration and appropriate state and federal resource agencies for projects consistency and efficiency; coordinates and negotiates with public and private stakeholders as appropriate to develop and implement Multi-Species Habitat Conservation Plans (MSHCP'S), conservation/ mitigation banks, and other environmental mitigation efforts; tracks and negotiates resource agency deliverables and priorities; sets up quarterly meeting with resource agencies; serves to facilitate and address biology related training needs within the District for staff and external agency/stakeholders; leads District Biological efforts during the project planning stage; facilitates the implementation of Context Sensitive Solutions within the project development process; researches; develops and facilitates grant projects that can be used as both project mitigation and resource agency stewardship; writes programmatic agreements; serves to facilitate biological request from Department Headquarters; serves as the District contact with the Desert Mangers' Group and with Bureau of Land Management; writes and develops district participates in biological surveys and field investigations in support of applicable state and federal environmental requirements, including resource agency permits; reviews and comments on environmental documents and technical reports; and assesses the effectiveness of current mitigation process within the district.

Working Conditions

Position located at 464 W. 4th Street, San Bernardino, CA 92401, San Bernardino County.

Multiple positions may be filled from this recruitment.

Work is normally conducted between the hours of 7:00am and 5:00pm in a professional office atmosphere under fluorescent and/  or incandescent lighting. Office temperatures are normally controlled with heating and/or air conditioning set to accommodate the  comfort level of majority of the workers, except when energy conservation measures may be required. Fieldwork will be  conducted as needed and under a wide variation in weather conditions and climates including extreme temperatures exceeding 100 degrees Fahrenheit.  Occasional public hearings and meetings in board or conference room atmosphere may involve working and travel before or after  ours to attend these meeting and to setup or take down displays and equipment This position will require some travel to the work  site or meeting location and overnight stay for limited periods of time (normally 1 tp 3 days but no more than 5 consecutive  working days at any one time).

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Understanding and experience in methods of planning, organizing, directing and controlling environmental projects. Experience with state and federal environmental laws and regulations. Ability to effectively communicate both orally and in writing. Extensive experience writing reports and correspondence. Understand and effectively navigate trends in environmental assessments and mitigation for environmental projects and programs. Knowledge of Cal-trans organization and polices. Technical knowledge in the area of environmental impact assessment, mitigation, measures, and contract management. Ability to analyze environmental situations accurately and develop cost-effective strategies for resolving problems. Establish and maintain cooperative relationships with state, federal, and local resource agencies, including District staff and District 8 partners. Must have the ability to undertake and complete the most difficult and sensitive responsibilities related to mitigation of environmental impacts.
